Hello,

How come there are .htaccess with this directive (even though their server has mod_rewrite enabled:

RewriteEngine On

I mean it will not create harm placing the above directive on a server that has mod_rewrite enabled?

Nope, Apache is smart enough to simply ignore subsequent rewrite-on directives once it is enabled.
